Make the web version of Library browse, use Web Browser timezone and not Spotfire server OS timezone

It has been noticed and confirmed by support, that when browsing the Spotfire library via a Web Browser that the modified times use the Spotfire Server OS timezone and not the Client's Web Browser timezone.

This becomes very apparent when connecting to Spotfire from a different timezone.  The Analyst Client displays the Library Modified date and times according to the local PC's timezone, but viewing the same thing via a Web Browser connected to a Spotfire server, will use the timezone of that Spotfire server.

This design flaw exists in all versions I have tested, and includes both LTS versions.
